The following deletes the printers from the account YOUR_USER_HERE in the restricted folder. After it creates symlinks to the printers in the root Library folder so the proxy message no longer appears.
rm -rf /Users/YOUR_USER_HERE/Library/Printers
ln -s /Library/Printers/Installed_Printers /Users/YOUR_USER_HERE/Library/Printers
